Designed and institutionalized the Command Duty Officer program, serving as overall program lead with:
6 Watch Sections managed as direct reports
142 Personnel aligned to watch sections as indirect reports
Enterprise Development Scope:
Coordinated with 76 sub-commands across all services to align duty response structures IAW required security and emergency response measures
Integrated Emergency Management Department and Physical Security Department protocols into unified escalation and reporting framework
Standardized cross-command notification matrices, response thresholds, and operational control measures

PMO PROGRAM
Built and institutionalized a startup PMO at BCS Data Centers from the ground up, integrating Agile, Waterfall, Hybrid, and ITIL delivery frameworks aligned to OT data center operations.
· Designed and implemented enterprise PMO governance, standardized lifecycle controls, and portfolio management processes supporting construction, business transformation, and critical infrastructure initiatives across six data centers; coached 7 Project Managers in risk management, audit readiness, and compliance oversight, reducing regulatory gaps by 18%.
· Directed an $8.7M multi-site capital and operational portfolio, governing construction buildouts, infrastructure upgrades, and enterprise business projects; improved delivery timelines by 29% through structured intake, prioritization, capacity modeling, and executive-level reporting cadence.
· Established scalable governance artifacts including RAID logs, stage-gate controls, performance dashboards, and structured vendor management oversight, strengthening third-party accountability, contract performance visibility, and portfolio transparency across executive leadership.


Environmental Health and Safety
Built and institutionalized the Enterprise Environmental, Health, and Safety (EHS) Program at BCS Data Centers from the ground up, spanning 7 data centers across the United States, aligning regulatory compliance, operational risk management, and emergency response governance.
· Designed and implemented a comprehensive EHS framework aligned to OSHA, ISO 45001, SOC 2, PCI, and HIPAA standards; led audit readiness initiatives that reduced regulatory compliance gaps by 18% and strengthened multi-site safety performance.
· Developed and deployed an enterprise SDS software platform, standardizing chemical inventory management, hazard communication, and compliance tracking across geographically distributed facilities.
· Led implementation of AlertMedia emergency communication software, enhancing real-time incident notification, crisis escalation, and executive reporting protocols nationwide.
· Established and administered an employee Safety Rewards and Recognition Program, increasing engagement and reinforcing a proactive safety culture.
